In the December 21 Justice Center Expansion meeting, the commissioners spoke with the new project manager, aka the BOCC's “Buyer’s Representative,” David Mendez and general contractor Bouten Construction about subcontractor bid packages in Work Package 3. All bid packages were opened and listed during the public meeting. According to the June 2023 work schedule, Bouten is a week ahead of schedule for bid packages although we still do not have an updated total cost estimate.
Mendez updated the BOCC on Dec. 26 that they should have an updated cost estimate by the 2nd week of January.
Current total estimated expansion cost is $39.8M, $5 million higher than the estimate was at the June 26, 2023 meeting.
The construction was divided into three subsections to help speed up the process, as seen on this presentation from the June 26, 2023 meeting.

Justice Center Expansion Owner's Representative Clarification
The commissioners gave their “Buyer’s Representative,” David Mendez approval to make financial decisions up to $25,000 on behalf of the board for the justice center expansion with the understanding that the protocol is to immediately notify the board after that decision. Mendez was recently contracted to be the Justice Center Construction Manager on behalf of the BOCC after the board interviewed multiple candidates to help stop the financial bleeding happening with that expansion. Mendez will now be able to quickly make construction decisions on behalf of the board without having to wait for the next business meeting.
